Elevation is a siting requirement, not a preference
A standby unit is permanent equipment, and inside a mapped flood zone its elevation is regulated rather than advisory. That is the single most consequential thing the FEMA map tells a homeowner here. Clearwater Planning and Development handles the permit, and clearances from windows, doors and vents apply on top. Getting elevation wrong means relocating equipment that has already been set and connected.

Confirm base flood elevation before siting
Citywide mapping will not give you your parcel's base flood elevation, your panel's spare capacity, or where the gas supply can practically run. Establish elevation with the city and the electrical capacity with a licensed installer before anything is ordered.
